The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are fought: optimistic declarations are delivered from different nations. Immense energy is devoted on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably supplied through Western nations. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: maybe the incoming missile won't cause damage this time, preventing destruction from ruin and another blackout.

Persistent Threats

Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.

With pauses, this continued until dawn. Kyiv awoke to the early updates: seven people killed, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's essential dependence on international aid – a reliance that neighboring countries are clearly incapable to replace in the near term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new initiative from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, no doubt, persist.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington functions according to a assumption well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unfeasible to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, US leadership does nothing to deter Moscow, through statements or actions, from assuming that the status quo will not change more in its benefit in the near future.

Opposing Positions

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its benefit.

Current Realities

Objectively, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, current information leaks, all served their function.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
